On May 4, 2004, SFC Proctor particpated in Operation Federal Eagle. OFE is a joint operation between German and the US paratroops that promotes camaraderie and good will between these allied forces. German Jumpmasters have full control of American paratroops during this event, issue all jump commands in German and qualify American jumpers as German parachutists. Upon completion of the airborne operation, a German officer from the 31st ABN BDE awards the prestigious German parachutist wings to the participatants. This is a permanent award issued with orders that entitles American paratroopers to wear the German jump wings on their Dress Green Uniforms.

On this day, the American CH-47 Chinook helicopter was used instead of the German C-160 high performance aircraft. Paratroopers exit from the tailgate of the CH-47 at an altitude of 1000 feet above ground level.
